PRIVILEGE TAX ADDS COSPONSORS
 
We have previously advised that the House Sponsor of the 20% “privilege tax” has told IVCA he is not calling the bill this session.  We believe that is still the case.  However, it is interesting to note that HB 4293 has added a few cosponsors recently.  If any of these new co-sponsors listed below represent you, please contact them! This is not a significant number of cosponsors, and the legislators who have signed on may have been encouraged to do so by advocates for the bill to keep the issue alive.  Which is why although we don’t see any immediate danger in the bill being revived for this legislative session, it appears to also be an issue which is never completely going away.  Continue to let your Representative and Senator know you oppose both HB 4293 (Welch) and SB 3189 (Biss).
 
TDA 3 LEGISLATION MOVES AHEAD
 
IVCA supported legislation to expand and improve the Technology Development Account managed by the Illinois Treasurer was unanimously approved in the Illinois Senate.  SB 3205 was approved 54-0 on March 26.  It has subsequently been sent to the House, and the House has assigned it from the Rules Committee to the State Government Administration Committee, but it has not yet been posted for a hearing. 
 
Please take a moment to let your House member know you would like her or him to sign on as a cosponsor of the TDA 3 legislation.

As you can see above a number of House members who understand our industry and the value of the TDA have signed on, and we are working to add more names to that list.  Contact from someone in their legislative district, a constituent such as yourself, drives the message home.
 
BUDGET BATTLE
 
The Illinois General Assembly is scheduled to adjourn May 31, and this week in the Capitol the budget discussions have picked up steam.  As you know, the General Assembly and Governor could not reach agreement on a budget for fy 16 and fy 17, and the fy budget was put in place only when a group of House Republicans aligned with a majority of House Democrats to pass an income tax increase and a budget plan, and then remained aligned to override the governor’s veto.
